Building on the shared vision developed in Phases one and two, this final session refines the blueprint into an ambitious, practical plan ready to present to Government.

Who should own delivery of this blueprint — Government, DfE, agencies, Chamber, or a shared model? What does genuine whole-of-Government ownership look like? How do we build a faster, more commercially minded culture across those responsible for delivery? Delivery and Governance
What governance is needed to keep this blueprint on track — without becoming bureaucratic? How should Government, agencies, Chamber and the private sector work together on an ongoing basis? What is the role of "Team Isle of Man" in delivering this? Measuring Success
How will we know this is working? What should be measured, and how often should progress be reviewed? What are the immediate priorities, and what is longer-term? The discussion will focus on four simple questions:
